Mwali (Mohéli) is a second autonomous island of the Comoros running its own licence register, and the single most common licence in this dataset after Curaçao. Like its neighbour Anjouan it sells registration rather than supervision: licences are issued quickly and cheaply, there is no published enforcement history, and no adjudicating body a player can escalate a withheld withdrawal to.
